비열한 인간 쓰레기 Despicable Human Scum

남한의 이명박 대통령은 운이 참 좋으신 분이다. 취임한지 1년도 채 안 되었는데 북한정권은 벌써부터 그를 “비열한 인간 쓰레기”라고 부르고 있다. 필자는 “날 때부터 갈라진 쌍둥이: 북한은 어찌하여 사악한 쌍둥이가 되었나?” 란 책을 비롯하여 그동안 열심히 북한정권을 폭로하고 비난해왔는데도, 아직 그런 별명을 얻지는 못했다. 어떻게 하면 그런 별명을 얻을 수 있을까?

북한은 그들만의 전문특허인 “발광發狂 정책”의 일환으로 북한을 후원하는 나라들이, 전에 맺은 약속을 지키라고 감히 요구하면, 입에 거품을 물고 발광하는 것이 그들의 장끼다. 북한은 공갈협박, 허세虛勢 분노, 핵개발을 다시 시작하겠다는 공갈협박을 공개적으로 내놓고 하는 상황으로 되돌아 갔다.

이 자들이 하는 짓이란 참 처량할 정도로 뻔하다. 2006년 미국측 협상대표란 크리스 힐 씨는 그토록 성토 당하고 실패한 1994년 합의서를 다시 꺼내들었다. 1994년 합의서 이후 서방국가들은 북한의 핵개발을 알고도 모른 척하면서 북한에 수십억불이나 되는 엄청난 지원을 퍼부었으나, 지금까지 아무 실효도 거두지 못했었다는 것이 분명해졌다.

북한의 정책이란, 우리들같이 눈뜨고 있는 사람들에게는, 애초부터 분명했다. 북한은 저희들 임의대로 핵을 개발하고 핵을 확산하면서, 재정적으로 바닥이 난 체재를 유지하기 위하여 서방국가들에게 거액의 현금과 물자 지원을 요구해왔다.

부시정부는 美연방국회에서 여야 만장일치로 통과시킨 북한인권법안을 외면하고 클린턴 시절의 대북정책을 승계하여 북한주민들의 고통을 방치하면서 “더 중요한” 문제라고 여기는 핵문제에 관해서만 협상을 벌여왔다.

북한에서는 수백만 주민들이 굶어죽고, 강제수용소에서는 사람들이 무참히 죽고 있는데, 美국무성이란 곳에서는, 당근이니 채찍이니, 북한정권과 숨박꼭질만 하고있다.

앞으로는, 자유보다 지역안정이 더 중요하다는 논리로 일관하는 사람들의 말을 듣지않는 것은 좋겠다. 예전에 舊소련 전체주의가 무너지면서 東歐가 악마의 정권에서 벗어난 것처럼 이제 북한도 내부적으로 붕괴하게끔 내버려 두어야 할 때가 왔다.

물론 이렇게 하자면 간단하지도 않고 부담이 클 지도 모른다. 그러나 달러에 굶주린 김정일이 핵을 팔아넘겨서 미국 내에서 핵이 터지는 것보다는 이 길이 훨씬 낫다. 매를 맞아도 먼저 맞는 것이 낫다고, 훗날을 위하여 우리에게는 이 길이 좋은 길이다.

오바마가 대통령이 되면 클린턴 정부시절 관리들이 몰려와서 대북정책은 다시 그 나물에 그 밥일텐데, 이런 상황에서 제일 불쌍한 사람들은 어쩌다가 저 사악한 쌍둥이 나라에서 태어난 북한주민들이다.

Despicable Human Scum

It’s easy to envy South Korean President Lee Myung-bak. After less than one year in office the North Koreans are already calling him “despicable human scum.” Despite years of writing exposes and hit pieces on North Korea, including my book Separated at Birth: How North Korea became the Evil Twin, I have yet to be called anything that thrilling. What’s a guy got to do?

As part of its “tantrum policy” - throwing fits of rage after having benefactors have the audacity to insist that North Korea adhere to moves it has agreed to - the Kim Jong Il regime has reverted to type. Intimidation, feigned anger, and threats to resume nuclear development are back on the public table.

It is all so sadly predictable. A lame attempt by primary US negotiator Christopher Hill in 2006 to revive the much-reviled, failed Agreed Framework of 1994 that resulted in billions in assistance poured into North Korea in return for the West turning a blind eye to covert nuclear development, has now proven equally bankrupt.

North Korea’s policy has been clear from the start for all who open their eyes. It wants free reign to pursue proliferation and nuclear development policies - although it will pledge not to engage in these activities - in return for vast infusions of capital and material aid from the West needed to prop up the economically bereft regime.

Despite passage of the non-controversial North Korea Human Rights Act into law, the Bush administration, following the lead of its predecessor Clinton administration, breezily ignored the Act preferring instead to put deprecations against the North Korean people on hold while it negotiated what it deemed “more serious” issues.

Millions starve or rot in concentration camps while Foggy Bottom diplomats futilely push punch and cookies at North Korean counterparts.

For once we would be wise to ignore the carping of those who worship stability over liberty and allow the vile regime to collapse under its own weight, much the way that Eastern Europe finally was able to break with totalitarian rule from Moscow.

It would be messy and expensive, but compared to the cost of a terrorist nuclear weapon detonating in the US - supplied by North Korean authorities eager for foreign currency - it would be a question of short term pain in exchange for long term gain.

With Clinton policy makers in an Obama administration replacing compliant Bush appointees, we must expect a continuation of business as usual, with the ultimate burden falling squarely on the shoulders of the long-suffering citizens of the Evil Twin.
