미국 상원 군사위원회 공화당 진영이 새해 북한 문제와 관련한 ‘큰 움직임’을 예고했습니다. 북한 탄도미사일 위협과 북러 군사 협력을 겨냥한 새 입법 조치가 예상됩니다. 이조은 기자입니다.

상원 군사위 공화당 측 관계자는 “내년 초 북한 문제에 대해 위원회 차원의 큰 움직임을 계획 중”이라고 밝혔습니다.

[관계자] “We are planning to have a few things coming up on North Korea.. if not on this stay tuned from us on some other items…we are planning to make a bigger push on NK issues early next year.”

북한의 거듭되는 미사일 발사에 이어 북러 군사 협력 움직임이 이어지고 있는 가운데 이 관계자는 최근 VOA에 “북한에 대해 몇 가지 사안을 계획하고 있다”면서 이같이 예고했습니다.

이런 발언은 최근 북한의 군사정찰위성 발사에 대한 입장을 설명하면서 나왔습니다.

다만 ‘큰 움직임’이 구체적으로 무엇인지에 대해서는 언급하지 않았습니다.

앞서 상원 군사위 공화당 간사인 로저 위커 의원은 최근 국방수권법안 관련 상하원 군사위 비공개회의에서 북한을 꼬집으며 적성국 간 연대 문제를 지적한 바 있습니다.

군사위 공화당 측이 공개한 보도자료에 따르면 위커 위원은 이 자리에서 “잭 리드 상원 군사위원장은 중국, 러시아, 이란을 언급했는데, 나는 북한도 언급하고 싶다”며 “미국의 적국들이 연대하고 있다”고 말했습니다.

[위커 의원] “Chairman Reed mentioned China, Russia, Iran – I would also mention North Korea – these adversaries of the United States are in it together…The teamwork that they have been engaged in is public and open… they have in common that they wish us ill.”

이어 “이들의 연대는 공개적이며 대놓고 이뤄지고 있다”며 “그들은 우리를 해치려 한다는 공통점이 있다”고 지적했습니다.

의회는 고유의 감독 권한을 활용해 청문회 개최 등을 통해 특정 사안에 대한 대중의 인식을 높이거나 행정부에 대한 관련 감독을 강화할 수 있습니다.

행정부에 특정 조치를 요구하는 법안이나 의회의 입장을 분명히 하는 결의안 발의도 가능합니다.

전문가들은 군사위 차원에서 이뤄질 북한 관련 ‘큰 움직임’은 북한의 탄도미사일 역량에 초점이 맞춰질 가능성이 높다는 전망입니다.

특히 북한의 위협 증대를 고려한 미사일 방어 태세를 재검토할 가능성이 높습니다.

실제로 의회는 2024회계연도 국방수권법(NDAA) 제정을 통해 북한의 고체연료 추진 ICBM 개발을 고려한 미군 태세 재검토를 미사일방어청에 요구하기도 했습니다.

데이비드 맥스웰 아태전략센터 부대표는 28일 VOA와의 전화 통화에서 특히 북한의 대륙간탄도미사일(ICBM) 등 거듭된 미사일 실험을 고려할 때 “상하원 군사위원회가 가장 중요하게 다룰 사안은 아마도 미사일 방어일 것”이라며 “우리가 미사일 방어 역량에 올바른 투자를 하고 있는지 살펴볼 것”이라고 말했습니다.

[녹취:맥스웰 부대표] “I think the number one issue that the Armed Services Committee, both the Senate and the House, will probably look at is missile defense- defense of the homeland and theater missile defense to ensure that were investing in the right missile defense capabilities. So I think thats one, especially given North Koreas ICBM test and all of its testing... If they want to send a visible message, Im sure that they will probably have hearings. They could probably have very visible hearings with experts, military experts. They could commission report to answer the questions of how the U.S. should improve missile defenses, information and force structure in Korea. So they could commission the Pentagon to do that and then have submit that report and then have accompanying hearings of experts to testify about that… The Armed Services Committee could focus on information and on getting information into North Korea. We are woefully deficient in getting information into North Korea… they could demand that the Pentagon develop an information campaign for North Korea, a military information campaign.”

이어 “가시적인 메시지를 보내고 싶다면 군사 전문가 등이 참여하는 공개 청문회를 열 것”이라며 “미국과 한국의 미사일 방어 개선 방안에 대한 답을 얻기 위한 보고서를 국방부에 요구해 제출하게 한 뒤 전문가들이 이에 대해 증언하는 방식의 청문회를 열 수도 있다”고 설명했습니다.

맥스웰 부대표는 “군사위원회는 정보에 초점을 맞춰 북한에 대한 정보를 입수하도록 하는 데 집중할 수도 있다”며 “국방부에 대북 군사 정보 캠페인 개발을 요구하는 것도 방법”이라고 제언했습니다.

북러 무기 거래 문제도 주요 안건으로 꼽힙니다.

브루스 베넷 랜드연구소 선임연구원은 의회가 북러 무기 거래와 관련해 우크라이나 전쟁 장기화 외에 걱정하는 또 다른 요소는 “북한이 러시아로부터 무엇을 얻는가 하는 것”이라며 “북한이 러시아에 포탄과 다른 무기들을 보내는 대가로 러시아가 북한에 무언가를 주고 있는 것이 틀림없기 때문”이라고 말했습니다.

[녹취:베넷 선임연구원] “The other component that theyre worried about is, what is North Korea getting from Russia? Russia must be giving Korea something in exchange for the artillery that North Korea is sending there and the other weapons they are sending. And I think theres concern that Russia is giving them ballistic missile technology, maybe nuclear weapon technology.”

그러면서 “북한에 대한 러시아의 탄도미사일 혹은 핵무기 기술 이전을 우려할 것”이라고 지적했습니다.

거듭되는 북한의 탄도미사일 실험을 중단시키도록 행정부를 압박하는 움직임도 나올 수 있습니다.

베넷 선임연구원은 내년 “의회가 북한의 탄도 미사일 실험에 대해 어떤 종류의 조치를 취할 가능성이 있다”며 “그러나 우리가 정말로 집중해야 할 부분은 핵무기 생산을 중단하고 동결하도록 북한을 설득하는 것”이라고 말했습니다.

[녹취:베넷 연구원] “So I would argue that Congress will be likely to take action against North Koreas ballistic missile tests of some kind. But where we really need to be focusing on is trying to convince North Korea to stop its production of nuclear weapons to freeze…One thing they can do is to increase the funding of certain programs like the Missile Defense Agency. A second thing they can do is through hearings and through reports, try to push the U.S. into taking more actions.. two years ago, Biden was saying, oh, were just not going to let North Korea do ICBM tests. And now there have been 11 ICBM tests of all or partial ICBM components, and we haven’t done anything. So I think Congress probably perceives that this is a weakness on Bidens part and that they…maybe make some points with the American voters.”

그러면서 북한의 핵, 미사일 역량 강화에 대응해 “의회는 미사일방어청과 같은 특정 프로그램에 대한 예산을 늘리고 청문회와 보고서를 통해 미국이 더 많은 관련 조치를 하도록 압박할 수 있다”고 밝혔습니다.

특히 지난해 초부터 “북한의 ICBM 실험은 11차례 있었지만, 우리는 아무것도 하지 않았다”며 “의회(군사위 공화당 진영)는 이 문제를 바이든 대통령의 약점으로 보고 (공개 청문회 등을 통해) 미국 유권자들 앞에서 문제를 제기할 수 있다”고 말했습니다.
