존 볼튼 전 백악관 국가안보보좌관은 김정은 북한 국무위원장이 핵무기를 결코 포기하지 않을 것이라고 밝혔습니다. 북한에 대한 군사행동과 정권 교체 옵션도 고려해야 한다고 주장했습니다. 김영교 기자가 취재했습니다.

존 볼튼 전 백악관 국가안보보좌관은 김정은 북한 국무위원장이 핵무기를 자발적으로 포기하는 일은 절대 없을 것이라고 주장했습니다.

[녹취: 볼튼 전 보좌관] “He may try to get relief from international sanctions. He may make some concessions. But under current circumstances, he will never give up the nuclear weapons voluntarily.”

볼튼 전 보좌관은 30일 워싱턴의 전략국제문제연구소 CSIS가 “아시아 내 전략지정학적 변동: 미국과 한국’이라는 주제로 개최한 토론회에서, 김 위원장이 국제사회의 제재를 완화시키기 위해 어느 정도 양보할 수는 있지만, 핵무기를 결코 자발적으로 포기하지는 않을 것이라고 말했습니다.

도널드 트럼프 대통령과 북한을 포함한 미국의 외교 정책을 놓고 갈등을 빚어온 볼튼 전 보좌관은 지난 10일 자리에서 물러난 뒤 20일 만에 공식석상에 나타났습니다.

볼튼 전 보좌관은 김정은 위원장이 운반 가능한 핵무기 역량을 그대로 보유하고 이를 더욱 발전시키기 위해 무엇이든 할 것이라는 전략적 결정 아래 움직인다고 지적했습니다.

[녹취: 볼튼 전 보좌관] "I think the strategic decision that Kim Jong-un is operating through is that he will do whatever he can to keep a deliverable nuclear weapons capability and to develop and enhance it further.”

또 북한이 현재 핵무기와 장거리 미사일 실험을 감행하지 않고 있는 이유는 이제 핵탄두와 장거리 탄도 미사일을 생산할 수 있다고 판단했기 때문이라고 말했습니다.

[녹취: 볼튼 전 보좌관] "One very good, very troubling reason why theres no more testing of nuclear weapons for the moment, or of long-range missiles, is that North Korea has in its judgment, for well or ill, finished testing, and can produce nuclear warheads and long-range ballistic missiles. Thats not an encouraging sign. Thats a sign to be worried about."

따라서 이같은 실험이 더 이상 없다는 것은 다행이 아니라 걱정해야 할 징후라고 말했습니다.

아울러 단거리 미사일 실험이 위협이 되지 않는다고 여길만한 아무런 근거가 없다고도 말했습니다.

[녹취: 볼튼 전 보좌관] "The testing of shorter-range ballistic missiles that weve seen in recent months doesnt give us any reason to think that those are not threatening, because the capabilities, the technology, things like maneuverability of close range or short range ballistic missiles by definition can be adopted to longer range ballistic missiles, so that indeed, the testing going on now is not unthreatening unless of course you happen to be in South Korea.”

볼튼 전 보좌관은 기동성과 같은 단거리 탄도미사일 기술은 얼마든지 장거리 탄도미사일 기술에 응용될 수 있다면서, 한국에 있지 않다고 단거리 미사일이 위협이 되지 않는 건 아니라고 말했습니다.

볼튼 전 보좌관은 ‘선 핵폐기, 후 보상’을 요구하는 이른바 ‘리비아 모델’을 북한에 적용할 수 있다는 입장을 고수하며, ‘단계적 비핵화’ 방식에 회의적인 시각을 보였습니다.

트럼프 대통령은 앞서 볼튼 전 보좌관의 경질 배경을 설명하면서, 볼튼 전 보좌관이 ‘리비아 모델’을 언급해 대북 협상에 차질을 빚었다고 거듭 비판하고 ‘새로운 방식’을 추구할 것이라고 언급한 바 있습니다.

볼튼 전 보좌관은 역사를 돌아봤을 때 북한이든 이란이든 확산 국가에 제재 완화 등 경제적인 혜택을 줄 경우, 해당 국가들로서는 그로 인한 혜택이 소량의 핵무기를 줄이는 것보다 훨씬 크다고 지적했습니다.

[녹취: 볼튼 전 보좌관] “The history, whether it’s with respect to North Korea or Iran is very clear that the economic kick to the proliferator, getting economic benefits and relief from sanctions is far more beneficial than a marginal reduction in the nuclear weapons effort.”

볼튼 전 보좌관은 특히 한국 등의 나라들이 북한의 미사일 실험을 지켜보면서 식량 지원을 하고 있다며, 미사일을 발사할 여유는 있고 자국민을 위해 음식 살 돈은 없다는 북한의 주장에 굴복한 것이라고 비판했습니다.

[녹취: 볼튼 전 보좌관] "And there’s a world out there that’s ready to fall sucker to that kind of argument. Even now we see governments, particularly South Korea, watching North Korea test KN-23 and KN-25 missiles but providing food aid because North Korea say their harvests have been bad and economic conditions are difficult, not so difficult that they can’t launch missile, but too difficult to buy food for their people. And as I say, there are people who succumb to that line of argument.”

볼튼 전 보좌관은 또 북한의 핵 위협을 다루는데 있어서 북한 정권을 교체하거나 군사력을 동원하는 방법도 진지하게 논의돼야 한다고 말했습니다.

[녹취: 볼튼 전 보좌관] "If you believe, and you may not, that it is unacceptable for North Korea to have nuclear weapons, at some point military force has to be an option."

볼튼 전 장관은 지난 1년 반 동안 미-한 연합훈련의 규모가 축소된데 대해서도 우려했습니다.

훈련이 제대로 진행되지 않으면, 군사적 준비 태세가 떨어질 수 밖에 없다며 전쟁을 억지시키는 능력도 약화될 수 밖에 없다고 강조했습니다.
