I am pleased to share with you a copy of the letter the North Korea Freedom Coalition sent to the White House today requesting that President Obama raise the issue of the North Korean refugees with President Hu Jintao when he visits Washington D.C. next week.
Àú´Â ¿À´Ã ºÏÇÑÀÚÀ¯¿¬ÇÕÀÌ ¿À¹Ù¸¶ ´ëÅë·É¿¡°Ô ´ÙÀ½ÁÖ ¿ö½ÌÅÏÀ» ¹æ¹®ÇÏ´Â ÈÄÁøŸ¿À¿Í ºÏÇÑ ³¹Î¹®Á¦¸¦ Á¦±âÇÒ °ÍÀ» Ã˱¸ÇÏ´Â ÆíÁö¸¦ º¸³»´Â °ÍÀ» ¿©·¯ºÐ°ú ÇÔ²² ±â»µÇÕ´Ï´Ù.

Ä£¾ÖÇÏ´Â ´ëÅë·É °¢ÇÏ:
We urgently request that during your meetings next week with President Hu Jintao of the People¡¯s Republic China that you request China to end its current policy of repatriating North Korean refugees back to North Korea. ÀúÈñµéÀº Áß±¹ ÈÄÁøŸ¿À ÁÖ¼®°úÀÇ È¸´ãµ¿¾È ¿À¹Ù¸¶ ´ëÅë·É²²¼ Áß±¹ÀÌ ºÏÇÑ탋ºÏÀÚµé °Á¦ºÏ¼ÛÀ» Áß´ÜÇÒ °ÍÀ» ¿ä±¸Çϱ⸦ ±ä±ÞÈ÷ Ã˱¸ÇÕ´Ï´Ù.
We believe that ending this policy of repatriation would have a very positive effect for China and North Korea.
ÀúÈñµéÀº Å»ºÏÀÚ °Á¦ºÏ¼Û Áß´ÜÀÌ Áß±¹°ú ºÏÇÑÀ» À§Çؼµµ ±àÁ¤ÀûÀÎ ¿µÇâÀ» ¹ÌÄ¡°Ô µÉ°ÍÀ̶ó ¹Ï½À´Ï´Ù.
It is China¡¯s repatriation policy that has created an environment in China that has led to human beings being bought and sold, as over eighty percent of North Korean females are trafficked.
Áß±¹ÀÇ °Á¦ºÏ¼ÛÁ¤Ã¥À¸·Î Å»ºÏ ºÏÇÑ¿©¼ºÀÇ 80% ÀÌ»óÀÌ Áß±¹¿¡¼ ÀνŸŸŵǴ ȯ°æÀ» Á¶¼ºÇß½À´Ï´Ù.
It is China¡¯s repatriation policy that has prolonged this refugee crisis by allowing the regime in North Korea to resist taking any reforms that would create an environment in which its citizens do not want to flee.
Áß±¹ÀÇ °Á¦ºÏ¼ÛÁ¤Ã¥Àº ºÏÇÑÁÖ¹ÎÀÌ µµ¸ÁÇϱ⸦ ¿øÇÏÁö ¾Ê´Â ȯ°æÀ» Á¶¼ºÇÏ´Â ¾î¶°ÇÑ °³Çõµµ ÃëÇÏ´Â °ÍÀ» ºÏÇÑÀÌ ´Ü³äÇÏ°Ô ÇÏ´Â °á°ú ³¹ÎÀ§±â°¡ ¿¬ÀåµÇ¾î ¿Ô½À´Ï´Ù.
Those North Korean defectors who risk their lives to flee to China do not want to leave North Korea, but they feel they have no choice because of the conditions in their homeland.
ºÏÇÑÅ»ºÏÀÚµéÀº ºÏÇÑÀ» ¶°³ª Áß±¹À¸·Î µµ¸Á°¡´Â °ÍÀÌ »ý¸íÀ» ¹«¸¾²´Â °ÍÀÌÁö¸¸ ±×µéÀº ºÏÇÑÀÇ ¿¾ÇÇÑ Á¶°Ç ¶§¹®¿¡ ´Ù¸¥ ¼±ÅÃÀÇ ¿©Áö°¡ ¾ø´Ù°í ´À³§´Ï´Ù.
All the solutions to help China resolve this problem are immediately at hand: the United Nations High Commissioner for Refugees simply needs to be allowed to do its job, as it is currently restricted by China with assisting North Korean refugees.
Áß±¹ÀÌ ÀÌ ¹®Á¦¸¦ ÇØ°áÇÏ´Â °ÍÀ» µ½´Â ¸ðµç ÇØ°áÃ¥ÀÌ Áï½Ã ´Ù·ç¾îÁö°í ÀÖ½À´Ï´Ù: Å»ºÏÀÚ ³¹ÎÀ» À§ÇÑ À¯¿£ °íµîÆǹ«°üÀÌ ±×ÀÇ ÀÏÀ» Çϵµ·Ï Çã¿ëÇÏ´Â °ÍÀÌ ¿äûµË´Ï´Ù. ÇÏÁö¸¸ Áß±¹¿¡ ÀÇÇÏ¿© ºÏÇѳ¹ÎÀ» µ½´Â °ÍÀÌ ÃÖ±Ù Á¦Çѵǰí ÀÖ½À´Ï´Ù.
Furthermore, unlike any refugee crisis in the world today, the North Korean refugees have a place to go for immediate resettlement as they are citizens of South Korea, under Articles 2 and 3 of the Republic of Korea Constitution.
´õ±¸³ª ¿À´Ã³¯ Àü¼¼°è¿¡¼ ¾î¶² ³¹ÎÀ§±â¿Í´Â ´Þ¸® ºÏÇÑÅ»ºÏ³¹ÎµéÀº ´ëÇѹα¹ Çå¹ý Á¦2Á¶¿Í 3Á¶¿¡ µû¶ó ³²Çѱ¹¹ÎÀ¸·Î¼ Áï°¢ÀûÀ¸·Î Á¤ÂøÇÒ Àå¼Ò°¡ ÀÖ½À´Ï´Ù.
Furthermore, the United States as well as other countries have shown a willingness to accept these refugees for resettlement.
µ¡ºÙ¿© ¹Ì±¹Àº ´Ù¸¥ ³ª¶óµé°ú ¸¶Âù°¡Áö·Î Å»ºÏ³¹ÎµéÀÇ Á¤ÂøÀ» ±â²¨ÀÌ ¹Þ¾ÆµéÀÌ°í ÀÖ½À´Ï´Ù.
We include a letter we sent to Secretary of State Hillary Clinton on September 24, 2009, which cited 12 steps the United States could also take to address this problem.
ÀúÈñ´Â 2009³â 9¿ù 24ÀÏ Èú·¯¸® Ŭ¸°ÅÏ ±¹¹«Àå°ü¿¡°Ô º¸³»´Â ÆíÁö¿¡ ¹Ì±¹ÀÇ ÀÌ ¹®Á¦¸¦ ´Ù·ê ¼ö ÀÖ´Â 12°¡Áö Á¶Ä¡¸¦ ÀοëÇÑ °ÍÀ» Æ÷ÇÔÇÏ°í ÀÖ½À´Ï´Ù.
While we deeply respect China¡¯s concerns about refugees entering their country illegally, China is a signatory to the 1951 Convention relating to the Status of Refugees and the 1967 Protocol.
ÀúÈñ´Â Áß±¹ÀÌ Áß±¹³ª¶ó¿¡ ºÒ¹ýÀûÀ¸·Î µé¾î¿Â ³¹Îµé¿¡ ´ëÇÑ °ü½ÉÀ» °¡Á®ÁØ °ÍÀ» ±íÀÌ Á¸°æÇÏ´Â µ¿¾È¿¡ Áß±¹Àº 1967³â ³¹ÎÀÇ ÁöÀ§¿¡ °ü·ÃµÈ 1951³â Çù¾àÀÇ ¼¸í±¹ÀÔ´Ï´Ù.
Since North Koreans face certain torture, certain imprisonment and even death when they are repatriated to North Korea, China is obligated under international law not to force them back to North Korea.
ºÏÇÑÅ»ºÏÀÚµéÀÌ ºÏÇÑÀ¸·Î °Á¦ºÏ¼ÛÀÌ µÇ¸é °í¹®À̳ª Åõ¿ÁÀ̳ª ½ÉÁö¾î »çÇü¿¡ ±îÁö Á÷¸éÇÏ°Ô µÇ¹Ç·Î Áß±¹Àº ±¹Á¦¹ý¿¡ µû¶ó ±×µéÀ» º¹ÇÑ¿¡ °Á¦·Î ºÏ¼ÛÇؼ´Â ¾ÈµÉ Àǹ«°¡ ÀÖ½À´Ï´Ù.
In fact, to remember those North Koreans who have died because of China¡¯s repatriation policy we will be having a candlelight vigil on the evening you host President Hu Jintao at the White House.
