2011년 12월 10일은 세계 인권선언이 발표 된지 63주기가 된다. 이날을 맞으며 미국의 대표적 북한인권 단체인 “북한자유연합”(대표 수잔 솔티)이 북한인권법 통과를 촉구하는 성명서를 발표, 미국과 영국 캐나다를 비롯한 15개국 78개의 NGO단체들과 149명의 외국인들이 서명한 서신을 대한민국 국회의 여, 야 대표들에게 보냈다.
서한 전달을 위임받은 북한민주화운동본부 김태진 대표, 자유북한운동연합 박상학 대표, 북한인민해방전선 장세율 대표, 성공적인통일을 만들어가는 사람들의 김영일 대표, 탈북여성인권연대 강수진 대표, 자유북한방송 김성민 대표가 9일 오후 3시 국회를 방문하여 박희태 국회의장(비서실장)과 여, 야 당 대표 및 원내 대표(비서관)들에게 서한을 전달했다. 서한 내용은 다음과 같다.

National Assembly and Party Leaders: On the eve of the 63rd anniversary of the passage of the Universal Declaration of Human Rights, we are writing to express to you our deep concern for the ongoing human rights abuses suffered by the people of North Korea, and the lack of action by the Republic of Korea’s National Assembly to address these conditions.
We have seen major parties in other countries join together to address Pyongyang’s violations: the United States Congress in 2004; the Japanese Diet in 2006; and most recently, the Parliament of the United Kingdom and the European Parliament. The United Nations has appointed a Special Rapporteur on human rights in North Korea and has adopted a resolution on the situation every year since 2005.
In 2005, National Assembly member (now Governor) KIM Moon Soo first submitted a North Korea Human Rights Act. We hear repeatedly that the National Assembly will not take action because of the ‘politics’ in South Korea. But this is not about politics. It is about the fate of 23 million people, many of whom are engaged in a daily struggle to survive.
We, the signatories of this letter, represent many points on the political spectrum, we are of many faiths and many nations. But we are united in the belief that all people who are fortunate to live in freedom have a moral obligation to act on behalf of those who live in tyranny.
We believe it is crucial that you, the political leaders of South Korea, join together to speak out forcefully in defense of the North Korean people, including passing the North Korea Human Rights Act. Thank you.

세계인권선언의 63주년 기념일 전날인 오늘, 우리들은 북한주민들이 지속적으로 당하고 있는 인권유린과 이런 상황에서 대한민국 국회가 아무런 조치도 취하지 않는 것에 대하여 깊은 우려를 표하고자 합니다.
딴 나라들 국회에서는 정당에 상관없이 일찌기 북한의 인권상황에 관하여 조치를 취했습니다: 미국회는 2004년, 일본 국회는 2006년, 그리고 최근에는 영국 국회와 유럽연합 회의에서 조치를 취했습니다. 유엔에서도 북한인권 특별보고관을 임명했고, 2005년 이후 매해 대북인권결의안을 채택해왔습니다.
한국에서는 2005년, 당시 국회의원이었던 김문수 경기도지사가 북한인권법안을 상정했습니다. 그러나 남한 국회에서는 이 법안을 정치적 이유에서 통과시키지 않아오고 있다고 들었습니다. 그러나 이것은 정치적 문제가 아닙니다. 이것은 2300만 북한주민들의 생사가 걸린 문제입니다. 그들은 거의 모두가 매일 생사의 기로를 헤매고 있습니다.
이 편지에 서명한 저희들은 여러가지 정치이념을 대표하고, 여러 종교, 국가를 대표하고 있습니다. 그러나 우리 모두는 한 마음으로 믿습니다. 자유를 만끽하며 살 수있는 행운을 타고난 우리들은 독재폭정 아래에서 신음하는 불행한 사람들을 위하여 소리를 높일 도덕적 의무가 있다고 믿습니다.
대한민국 정치 지도자 여러분, 여러분들이 북한주민들을 위하여 강력히 소리를 높여야 합니다. 지금 당장 북한인권법안을 통과시키십시오. 감사합니다.

예수 그리스도로 말미암는 이 은혜를 받아 즐겨내는 자가 되어 모든 善을 넘치게 하려면 범사에 감사찬송으로 구해야 한다.
