Five years ago America was confronting the axis of evil. Today we are offering access to envoys. After years in the cold, North Korea's Vice Foreign Minister Kim Kye Gwan is on his way to New York for talks involving U.S. promises of aid and diplomatic normalization if Pyongyang just stops making nuclear bombs. 요즈음 사방에서 일어나고 있는 미국의 외교적 추세에 관하여 반갑고 다행스럽게 생각할 수 있다면 참 좋겠다. 미국은 5년전 [악의 축] 국가들을 정면으로 대결했었다. 그랬던 미국이 최근에는 이 [악의 축] 국가들의 특사들을 두 손으로 얼싸 안는다. 오랜 세월 찬밥 신세였던 북한의 부상 김계관이 뉴욕에 와서 평양정권이 핵무기 만드는 것을 중단하면 미국이 원조도 주고 외교적 관계도 정상화 해주겠다고 난리들이다. From global superpower and world cop, America is now recasting itself as feel-good therapist for rogue regimes - seeking to know what's really on the mind of Kim Jong Il, and ready to break bread with the ayatollahs. It all sounds so civilized. 전 세계에서 유일 초강대국이고 세계질서를 도맡은 경찰로 자처하던 미국이 이제는 깡패국가들의 눈치를 보며 그들을 기분좋게 만드는 정신과 의사로 자청하고 나선 꼴이다. 김정일 의중은 진짜 무엇인가 살필 것이고, 아야톨라들과 마주 앉아서 빵을 나누어 드시겠다 한다. 참 모두들 문화인들처럼 보인다. But I am more worried now than I have been since that clarifying and awful morning of Sept. 11, 2001. While America's policy may be shifting, the nature of our enemies has not. We are now seeking good-faith deals with governments that rule by terror, and lie and cheat with an impunity that our own leaders cannot afford. 그런데 필자는 저 끔찍한 2001년 9월 1일 아침에 정신이 버쩍 든 후 지금 이런 추세를 보면서 더 끔찍한 기분이 든다. 미국의 정책이 변하는데 우리들의 적은 조금도 안 변했다. 테러와 거짓과 사기로 일관하는 독재국가들과 오로지 서로 믿음을 갖고 협상하자는 것 같은데, 우리나라 지도자들은 테러와 거짓과 사기로 협상할 수 없다. Diplomacy has its own impetus toward promises, treaties and frameworks that depend on good faith from both sides. America, when making a pledge, is under tremendous pressure - by the very nature of our democratic system of transparency and law - to keep it. A Dear Leader Kim Jong Il, or a President Mahmoud Ahmadinejad or Bashar al-Assad, is not. 외교란 항상 약속이나 조약이나 합의를 추구하는데, 그런 약속이나 조약이나 합의는 쌍방이 모두 신용을 갖고 지켜야 한다. 미국이 딴 나라와 조약을 맺으면, 우리의 민주주의적 시스템 때문에, 우리는 무슨 일이 있더라도 그런 약속이나 조약을 충실히 이행해야만 한다. 친애하는 지도자 김정일이나 마무드 아마디네자드 대통령이나 바사르 알 아사드는 그런 약속을 지키지 않아도 아무 상관 없다. North Korea cheated on its 1994 nuclear freeze deal not only according to U.S. diplomats, but by its own belligerent admission. Syria and Iran have escaped any direct redress for the terror they have bred in Iraq and Lebanon - while tut-tutting about the turmoil. Instead, time goes by while politicians in Washington study and debate and discuss whether or not the lying we have seen already is serious, and the cheating is real, and whether yet another feckless resolution from a United Nations Security Council fundamentally divided between democratic and dictatorial systems of government might somehow bring harmony. 북한은 1994년 핵무기 동결이란 약속을 어겼다. 이 사실은 미국 외교관들만이 지적한 것이 아니고 북한정권이 그렇다! 어쩔래? 식으로 자인한 사실이다. 시리아와 이란은 이라크와 레바논에서 테러가 일어나는 것을 방조하고, 왜들 저러냐고 혀를 끌끌 차면서도, 테러를 막을 생각은 조금도 없는 나라들이다. 이런 식으로 세월이 흐르는 동안, 미국은, 저들이 사기를 쳤나, 안 쳤나, 저들이 진심인가 아닌가, 우리가 속았나, 안 속았나, 따지고 토론하고 떠드는 사이에, 유엔안보리에서는 민주진영과 독재진영으로 갈라서서, 무슨 결의문인지, 결의문 하나만 채택하면 만사 오케이란 식이다. Having dismissed military options, America is preparing to bargain away even the financial leverage we might wield. This is a talk-talk phase of what these tyrants have already effectively declared as war-war. 미국은 전쟁은 절대로 피하겠다고 미리 말해 놓고, 그동안 효과를 좀 보았던 경제제재 조치까지 풀어주겠다는 식이다. 독재자들은 진작부터 전쟁하자! 라고 내지르는 판인데, 미국은 말로 하자! 라고 꼬리를 내렸다. It is desperately unfashionable these days to use the phrase regime change. The model now seems to be Libya, where Moammar Gadhafi in 2003 agreed to give up his nuclear program in exchange for safety and diplomatic ties. But Gadhafi at the time had just seen Saddam Hussein toppled from power by a military invasion, and then pulled from a spider hole. The result of the terror campaign fomented since then in Iraq by Syria and Iran, and the nuclear blackmail racket run with such high-wire skill by North Korea, is that America, instead of confronting such threats at the source, has backed off. Membership in the axis of evil is no longer a one-way ticket to history's graveyard of lies; it is becoming a bargaining chip at America's high table. 요즈음 “정권 교체”란 말을 하면 모두들 무슨 소리냐고 펄펄 뛴다. 2003년 모아마르 가다피를 보아라! 정권 보장과 외교적 관계를 약속하니까, 핵프로그램도 포기하지 않았는가! 그런데 가다피는 그 당시 사담 후세인이란 독재자가 미국의 무력행사로 괴멸 당하고 쥐구멍에서 잡힌 것을 제 눈으로 똑똑이 보았기 때문에 그런 것이다. 그 후 시리아와 이란은 이라크에서 테러 캠페인을 벌이고, 김정일은 줄타기를 하면서 핵무기로 공갈을 치니까, 미국은 정면으로 이들과 대결하는 대신, 꽁무니를 빼는 형국이 되었다. 악의 축 국가들은 더 이상 거짓의 무덤으로 기어 들어가는 것이 아니고, 미국과 마주 앉아서 협상을 벌일 수 있게 되엇다. But with terror-based governments, regime change remains the only real answer. And if America is now living in a dream world in which there is no war unless we choose to declare it, our best hope remains that these regimes - like the former Soviet Union - will collapse from within. On that score, our real allies are not the tyrants who now deign to haggle with us over "stability" while pursuing weapons of mass murder and supplying roadside bombs to terrorists. 다시 말하지만 테러를 지원하는 국가들은, 정권 교체 이외에는 딴 해결책이 없다. 미국이 전쟁을 피하면서 전쟁없는 이상세계에서 살기를 바란다면, 구 소련이 망한 식으로, 독재국가들이 안으로부터 무너지기를 기다릴 수밖에 없다. 그렇다면 우리의 진짜 동지 동맹은, 대량학살무기를 개발하고 테러리스트들에게 자폭 폭탄을 지원하면서, 우리들과 “안정”이니 뭐니 협상하자는 독재자들이 아니다. Our natural allies are the people living under such tyrants; people who desire not a false détente while their despots build bombs, but the genuine rights and freedoms that America not so long ago was promising to support. These people include the millions in Iran now angry at their government over such daily matters as the rising price of tomatoes, and the millions in North Korea who over the last decade have watched family members starve to death while Kim has poured resources into maintaining one of the world's largest armies. 우리들의 진짜 동지 동맹은 이런 독재자들 밑에서 신음하는 그 나라 주민들이다: 핵폭탄을 만들면서도 입으로는 데탕트를 원한다는 이들 독재자가 아니고, 미국이 얼마 전까지 약속했던 진정한 인권과 자유를 갈망하는 그 나라 주민들이란 말이다. 이란에서 물가폭등으로 고생하며 정권을 미워하는 이란 주민들, 김정일이 선군정치를 하면서 자기들의 가족을 굶겨죽인 것을 목격한 북한주민들이 우리들의 동맹이요 동지들이다. When we sit down to negotiate deals with their tyrants, we dignify and strengthen and buy time for the bomb-building Kims and Ahmadinejads, and the terrorist-backing Assads. We betray our own principles and our real friends. America is at core better than that, and if we are not honest with ourselves now, we are at high risk of getting hit - like it or not - with the much more costly and dangerous realities right down the road. 우리가 저들 독재자들과 마주 앉아 협상한다면, 우리는 핵폭탄을 만드는 김정일이나 아마디네자드, 테러리스트를 지원하는 아사드에게 시간을 벌어주고 그들의 독재권력을 강화해주는 것밖에 없다. 우리는 우리의 원칙을 저버리고 우리의 동지 동맹들을 배반하는 꼴이 된다. 미국은 그런 나라가 아니다. 우리가 지금 우리들 자신에게 정직하지 않으면, 우리가 원하든 안하든 간에, 또 얻어맞을 위험이 높다. 이제 우리가 다시 얻어 맞으면 그것은 전에 얻어맞은 것보다 훨씬 더 참혹하고 희생이 큰 참극이란 것이 눈에 보이는 듯 하다.
