탈북자 2명 유엔 통해 미국행

(베이징=연합뉴스) 홍제성 특파원 = 탈북자 2명이 중국 베이징(北京) 주재 유엔난민고등판무관실(UNHCR)을 통해 미국 행에 성공했다.

   24일 UNHCR에 따르면 20대 남성과 30대 여성 등 탈북자 2명은 지난해 7월부터 유엔의 보호를 받아오다 최근 중국 당국과 미국 측의 승인을 얻어 지난 20일 미국 망명길에 올랐다.

   이들은 일본을 거쳐 지난 23일 미국 조지아주의 한 도시에 도착했다고 UNHCR 측은 전했다.

   베이징의 외교 소식통에 따르면 UNHCR을 통해 미국행에 성공한 탈북자는 올해 초 비공개로 진행된 1명에 이어 이번이 두번째인 것으로 알려졌다.

   UNHCR은 이르면 내년 1~2월 탈북자 12명을 추가로 미국으로 보낼 예정이어서 UNHCR을 통한 탈북자들의 미국행 사례는 더 늘어날 전망이다.

   이번 조치와 관련, 베이징 외교가에서는 중국이 탈북자를 난민으로 인정하지 않는다는 원칙이 변한 것은 아니지만 베이징 올림픽을 앞두고 인권 문제에 관해 국제사회에 유화적인 제스처를 보내고 있는 것 아니냐는 분석이 나오고 있다.

   최근 각국 주재 중국대사관 앞에서 탈북자 강제북송을 규탄하는 시위가 잇따르고 미국 하원에서 탈북자를 난민으로 인정하고 강제북송을 중단하라는 내용의 결의안이 통과되는 등 중국을 압박하는 국제사회의 목소리가 높아지고 있다.

Two NK defectors are on their way to the U.S. through UNHCR in Beijing!  Yonhap News, December 25, 2007

According to UNHCR in Beijing on Dec. 20^th, a male NK defector and a female NK defector under the protection of UNHCR since July last year were allowed by the Chinese government to leave China for the U.S. as political refugees.  They arrived in a city in Georgia on Dec. 23^rd via Japan, according to UNHCR.  According to a diplomatic source in Beijing, this was its second case after one defector left China through UNHCR previously un-publicized.  UNHCR plans to send 12 more defectors to the U.S. in January or February next year.  Diplomats in Beijing do not believe China changed its policy toward the NK refugees, but decided to soften its stand before the Beijing Olympics.  China has been under increasing international pressure.  There had been many protests at Chinese embassies around the world recently, and the U.S. House of Representatives passed a resolution demanding China to stop forced repatriation of the NK refugees.
