It is an enormous setback for human rights and religious freedom because we let Kim Jong-il set the agenda and betrayed the North Korean people by not standing up for them. His testing of nuclear weapons was a calculated response to the growing international awareness of his crimes against humanity. He had to get the agenda back and focused on nuclear weapons, which is why he tested them.
