신임 주한미군 사령관 지명자는 내년 봄으로 예정된 미-한 연합군사훈련이 계획대로 진행될 것이라면서도 동맹국 지도자들이 내릴 결정이라고 밝혔습니다. 북한의 구체적 비핵화 조치는 이뤄지지 않았으며, 일시적 도발 중단에도 군사 위협은 여전하다고 지적했습니다. 김영남 기자가 보도합니다.

로버트 에이브럼스 미-한 연합사령관 겸 주한미군 사령관 지명자는 내년 봄으로 예정된 미-한 연합군사훈련이 계획대로 진행되는 것으로 알고 있다고 밝혔습니다.

[녹취: 에이브럼스 지명자] “I believe that the exercises and training are routine activities of the militaries across the world to maintain the readiness of their force in accordance with their national defense strategies. Exercises that are scheduled for the spring, the major exercises, to best of my knowledge, they are proceeding with planning. That is the future decision to be made by alliance leaders.”

에이브럼스 지명자는 25일 상원 군사위원회에서 열린 인준 청문회에서 중단된 군사훈련이 재개될 계획이냐는 군사위 민주당 간사 잭 리드 의원의 질문에 이같이 답했습니다.

아울러 훈련이라는 것은 국방 전략에 따라 군의 준비태세를 유지하기 위해 전세계에서 정기적으로 이뤄지는 군사적 활동이라고 설명했습니다.

그러면서 훈련 재개는 동맹국 지도자들이 앞으로 내릴 결정이라고 덧붙였습니다.

에이브럼스 지명자는 훈련 중단으로 준비태세가 약화됐느냐는 질문이 이어지자 분명히 그렇다고 답했습니다.

[녹취: 에이브럼스 지명자] “The suspension of the exercises this past August and September, I would say it was prudent risk if we were willing to make the efforts to change relationship with the DPRK. Something has to adjust in my view to be able to start to build trust and confidence as we move forward in the relationship. I think there was certainly a degradation to the readiness of the force for the combined forces, key exercises to maintain continuity and continue to practice our interoperability and so there was slight degradation.”

이런 훈련은 상호운용성 등을 유지하고 연습하는 목적인 만큼 연합군의 준비태세가 소폭 저하됐다는 설명입니다.

그러나 지난 8~9월에 훈련을 유예하기로 한 결정은 북한과의 관계를 바꾸기 위한 노력의 일환으로 신중하게 위협을 택한 것이라며 관계를 개선함에 있어 신뢰를 구축할 수 있기 위해서는 무언가 조정돼야 한다고 설명했습니다.

그러면서 빈센트 브룩스 현 주한미군 사령관과 그의 팀이 기존 훈련보다는 작은 규모의 훈련을 진행함으로써 준비태세를 유지했을 것으로 확신한다고 말했습니다.

에이브럼스 지명자는 군사훈련이 얼마나 오랫동안 중단되면 준비태세가 크게 약화되느냐는 질문에 36년 이상의 군 복무 경험을 통해 특정 활동을 수행하기 위한 준비태세가 언제 부족해지는지 알고는 있지만 현장에 부임한다면 이 문제를 최우선 과제 중 하나로 삼아 직접 평가해보겠다고 답했습니다.

[녹취: 에이브럼스 지명자] “That is hard to judge and to be honest if confirmed this would be one of my top priorities when I get on the ground on the pen to do my own personal assessment. I know from my 36 plus years of service about what the shelf life is of our readiness of our forces to be able to conduct certain activities but I need to apply that judgement based on what I assess when I get on the ground.”

데이비드 퍼듀 공화당 상원의원은 이날 남북한이 합의한 비무장지대(DMZ) 내 감시초소(GP) 철수에 대한 우려가 없느냐고 질문했습니다.

이에 대해 에이브럼스 지명자는 GP 감축은 남북한 국방장관 사이의 최근 논의 내용 중 하나였다며 DMZ 내에서의 모든 활동은 유엔군 사령부 소관이라고 지적했습니다.

[녹취: 에이브럼스 지명자] “With regards to the discussions of reduction of guard posts, that was a part of discussion most recently between the minister of defense of ROK and counterpart from DPRK. All activities with regards to the demilitarized zone are under the purview of UN Command. So while they may continue to dialogue, all of that would have to be brokered and adjudicated and observed and enforced by UN Command led by General Brooks and multinational forces there with 17 sending stations.”

남북한이 대화를 계속하는 과정에서 관련 사안들은 모두 유엔 사령부에 따라 중개되고 판단이 내려지며 감시되고 이행돼야 한다는 겁니다.

이날 앵거스 킹 상원의원은 북한의 비핵화 없이 현재의 정전협정이 대체될 수 있느냐는 의문을 제기했습니다.

이에 대해 에이브럼스 지명자는 남북한 간 이뤄지는 일종의 평화 협정은 두 나라 간의 합의라며 유엔 안보리 결의가 규정한 정전협정을 무효화하지 않는다고 설명했습니다.

[녹취: 에이브럼스 지명자] “A designation of a peace treaty between the South Korea and North Korea would be a direct agreement between those two countries. It would not obviate the Armistice that is laid out in UNSC resolution 84 signed in 1953. It would not obviate that. So there is no direct linkage between what those two countries may and the Armistice.”

그러면서 남북한이 추진할 가능성이 있는 일과 정전협정 사이에는 직접적인 관계가 없다고 강조했습니다.

에이브럼스 지명자는 김정은이 핵과 탄도미사일을 제거하는 대가로 주한미군을 철수하는 것이 좋은 전략이냐는 질문에 전술적으로 보면 북한의 재래식 역량의 어떤 변화에 대한 언급이 없는 이상 중대한 위협일 것으로 본다고 답했습니다.

[녹취: 에이브럼스 지명자] “Tactically, without any mention of any changes in his conventional capabilities, I would say there would be significant amount of risk tactically, if we were to do that. Strategically, there would have to be whole lot more discussions about what additional capabilities we would be willing to bear…”

이어 중국과 러시아가 이런 방식으로 주한미군의 철수를 원할 것 같느냐는 질문이 이어지자 이들 국가는 이를 강력하게 촉구할 것이라고 답했습니다.

관련 질문을 한 댄 설리반 공화당 상원의원은 불법적인 북한 핵무기에 대한 보상으로 합법적인 주한미군(철수)을 제공하는 것은 전략적 참사가 될 것이라고 지적했습니다. 그러면서 트럼프 행정부가 이런 방법을 고려하는 것 같아 매우 우려된다고 말했습니다.

[녹취: 설리반 의원] “That kind of quid pro quo illegal nukes for lawfully deployed troops, I think that there is a bipartisan support, we think it would be strategically disastrous, and the fact that the administration seems to be toying with it is very troubling.”

아울러 의회는 최근 통과된 국방수권법안에서 이런 일은 생길 수 없고 허락하지 않을 것이라는 점을 명확히 했다고 강조했습니다.

한편 에이브럼스 지명자는 한반도의 현재 상황은 일시적인 중단이자 전반적인 긴장완화 분위기라고 평가했습니다.

[녹취: 에이브럼스 지명자] “The situation on the peninsula today, as you have just described, I would describe as temporary pause and a general feeling of détente, if you will on the peninsula. It has been over 300 days as you have noted since the last major provocation from the DPRK, and since then, there has been significant dialogue at multiple levels to include not well reported but mil-to-mil communications between the UN Command and DPRK at senior officer level for the first time in 11 years.”

아울러 지난 300일 동안 북한으로부터 중대한 도발을 보지 못했으며 여러 급에서 중요한 대화가 이뤄졌다고 설명했습니다.

또한 11년만에 처음으로 유엔 사령부와 북한군 사이에서도 고위급 대화가 있었다고 강조했습니다.

그러면서도 북한의 비대칭 위협과 대륙간 (타격) 위협이 남아 있다며 북한은 여전히 전세계에서 4번째로 큰 재래식 군사력을 보유하고 있다고 지적했습니다.

[녹취: 에이브럼스 지명자] “Having said that, you also mentioned that there still remains significant asymmetric and inter-continental threat from the DPRK as well as they maintain the still fourth largest conventional army in the world. And none of their posture has changed. My view is that we should remain clear eyed about the situation on the ground and allow the diplomacy to continue to work.”

또한 북한의 군사태세에는 어떤 변화도 없다며 한반도 상황에 냉정한 시각을 유지해야 하고 외교가 계속 작동하도록 해야 한다고 덧붙였습니다.

에이브럼스 지명자는 이날 상원에 제출한 서면 질의서에서 나온 비핵화에 진전이 있다고 보느냐는 질문에, 관찰자로서 실험장 폐기와 관련해 작은 조치를 봤지만 완전하거나 되돌릴 수 없는 비핵화를 향한 어떤 구체적인 조치도 알지 못한다고 답했습니다.

또한 김정은을 어떤 지도자로 보느냐는 질문에는 절대적인 권력을 갖고 있는 나라의 독재자이며 북한 주민들은 극심한 빈곤과 기본적인 인권이 부재인 상황에 살고 있고 꾸준히 공포와 위협의 대상이 되고 있다고 평가했습니다.

그러면서 김정은의 가장 큰 우려는 김씨 정권의 생존이라고 지적했습니다.
