미 법무부는 2014년 미국 소니 영화사 해킹 등을 저지른 북한인을 고발했습니다. 역사상 최대 사이버 공격에 가담했으며 북한 정부가 연루돼 있다고 밝혔습니다. 김영남 기자가 보도합니다.

미 법무부가 6일 사이버 공격을 통해 소니 영화사를 해킹한 혐의로 북한인 박진혁을 로스앤젤레스(LA) 연방법원에 고발했습니다.

법무부는 박 씨가 방글라데시 은행에서 돈을 빼내고 워너크라이 랜섬웨어 사건에도 가담했다고 밝혔습니다.

트레이시 윌키슨 검사는 LA에서 기자회견을 열고 이날 공개된 고발장은 박진혁을 특정하고 있지만 광범위한 음모와 북한 정부의 범죄 연루 증거를 자세히 소개하고 있다고 말했습니다.

[녹취: 윌키슨 검사] “The criminal complaint unsealed today specifically charges Park Jin-hyuk, but the complaint also alleges a wide ranging conspiracy and describe in detail how we were able to link North Korean government to these crimes.”

이어 행적을 숨기려는 북한의 시도와 이런 범죄에 연루되지 않았다는 북한 정부의 주장에도 불구하고 172장의 진술서는 북한 정부에 지원을 받은 개인들이 이 범죄에 책임이 있다는 점을 명확히 보여준다고 지적했습니다.

[녹취: 윌키슨 검사] “Despite their attempt to cover their tracks, and despite the North Korean government claims that it was not involved in these crimes, the 172 pages of affidavit details evidence that clearly demonstrates that North Korean subjects, backed by their government, were responsible for these crimes.”

그러면서 미 연방수사국(FBI)은 공모자들이 북한의 IP 주소를 사용한 움직임을 포착한 경우도 있었다고 말했습니다. 박진혁을 포함한 공모자들이 이 주소를 통해 개인 이메일이나 소셜 네트워크 계정에 접근한 사실을 확인했다는 겁니다.

[녹취: 윌키슨 검사] “In some instances, the FBI was able to trace the conduct backed to the narrow band of IP addresses assigned to North Korea, which members of conspiracy, including Park, used to access their email and social media accounts. One email account used by the conspirator for malicious cyber activity was also used by North Korean government officials conducting businesses on behalf of North Korea.”

아울러 공모자가 악의적인 사이버 활동을 위해 사용한 하나의 이메일 계정이 북한을 대리해 사업을 하는 북한 당국자에 의해 사용되기도 했다고 지적했습니다.

윌키슨 검사는 북한이 배후인 음모가 미국과 영국의 언론 자유를 무너뜨리려고 했으며 전세계 은행들을 상대로 절도 행위를 벌였다고 말했습니다. 또한 컴퓨터를 마비시키고 의료 서비스 제공을 방해한 말웨어(워너크라이)를 만들었다고 강조했습니다.

[녹취: 윌키슨 검사] “North Korean backed conspiracy attempted to crush freedom of speech in the U.S. and U.K, it robbed banks around the world, and created indiscriminate malware that paralyze computers and disrupted the delivery of medical care. These are criminal acts, and we will prosecute those who commit them.”

이날 기자회견에 참석한 제니퍼 분 FBI 특별수사관은 이번 조사가 수년에 걸쳐 이뤄졌다고 설명했습니다.

[녹취: 분 수사관] “We have interviewed more than 200 individuals, we have served more than 100 search warrants, we have collected more than 600 pieces of evidences.”

그러면서 그 동안 200명 이상을 인터뷰했고 100건이 넘는 수색영장을 발부했으며 600여개의 증거들을 수집했다고 강조했습니다.

이어 북한 국적의 박진혁은 북한 정부의 대리 회사에서 근무한 컴퓨터 프로그래머였고 그는 역사상 가장 피해가 큰 컴퓨터 공격에 책임이 있다고 말했습니다.

[녹취: 분 수사관] “Defendant Park, a North Korean citizen, was a computer programmer employed by a front company for the North Korean government. And as a part of his conspiracy, which is responsible for the most damaging computer attacks in history. An arrest warrant for Park was issued on June 8 2018 in the U.S. District Court in LA. We now consider him a fugitive from justice.”

아울러 지난 6월 8일 박진혁에 대한 체포영장이 LA 연방법원에서 발부됐고 그를 도피 중인 용의자로 간주한다고 설명했습니다.

이어 마지막으로 알려진 박진혁의 소재지는 북한이며 과거 중국에서 IT 관련 일도 했었다고 덧붙였습니다.

윌키슨 검사는 이번 고발이 실제 처벌 의도보다는 상징적인 조치에 가까운 것 아니냐는 지적에, 박진혁은 북한에 있고 미-북 간 범죄인 인도 조약은 맺어지지 않았다면서도 법무부의 힘은 광범위하게 미치고 기억력은 오래 유지된다고 강조했습니다.

[녹취: 윌키슨 검사] “From our information, Park is in North Korea, and there is no extradition treaty with North Korea. However, the DOJ has a long arm and long memory and we would be fully prepared for a day where he is arrested.”

아울러 법무부는 박진혁이 체포되는 날을 완전히 준비하고 있을 것이라며 이번 고발 조치는 (미국으로부터) 숨을 수 없다는 사실을 보여준다고 덧붙였습니다.
