마이크 폼페오 국무장관은 김정은 북한 국무위원장이 비핵화하지 않거나 선의로 협상하지 않을 경우 강력한 제재로 돌아갈 것이라고 밝혔습니다. 미국을 위협하는 북한 핵 프로그램을 다루는 데서 출발해야 하며 여기에 성공하면 인권을 개선시킬 가능성이 더 커질 것이라고 내다봤습니다. 백성원 기자가 보도합니다.

폼페오 장관은 북한과의 협상이 실패할 경우 강력한 제재 이행으로 돌아설 것이라는 방침을 분명히 했습니다.

[폼페오 장관] “We know, too, we could be wrong, and the President has said this very clearly. If this isn’t – if it’s the case that Chairman Kim either is unable to or unprepared to denuclearize, sanctions will remain in place, the enforcement of those sanctions will continue, and we’ll be back hard at it if the negotiations prove to be either not in good faith or unproductive.”

폼페오 장관은 23일 방송된 MSNBC와의 인터뷰에서 트럼프 대통령이 분명히 말했듯이 협상이 잘 될 것이라는 판단이 틀릴 수도 있다며 이렇게 말했습니다.

김정은 위원장이 비핵화를 할 수 없거나 할 준비가 되지 않았을 경우 제재는 그대로 유지될 것이고, 협상이 선의로 진행되지 않거나 생산적이지 않을 경우 강력한 제재로 돌아갈 것이라는 설명입니다.

폼페오 장관은 싱가포르 정상회담에서 이뤄진 협상을 구체적으로 언급하지 않겠다며, 많은 것들과 원칙에 대한 합의가 이뤄졌다고 말해도 좋을 것이라고 밝혔습니다.

[폼페오 장관] I just don’t want to get into the details of the negotiations that took place before, in Singapore, and have continued since then. I think it is fair to say that there are a number of things, a number of principles that have been agreed to.”

그러면서 미국과 북한은 넘지 말아야 할 레드라인에 대해 이해하고 있고, 북한과의 협상은 처음이 아니라며, 이번엔 다를 것이라는 믿음을 갖게 한다고 말했습니다.

[폼페오 장관] “I think both parties understand, red lines, things that we – neither country is prepared to go past that give us an opportunity to believe that we really might, for the first time – this is not the first rodeo negotiating with North Korea – that perhaps this time is different.”

폼페오 장관은 김정은 위원장이 완전한 비핵화를 이행하고 검증을 허용하면 미국은 안전을 보장하겠다는 게 미-북 협상의 요지라고 설명했습니다.

[폼페오 장관] “We are working to strike a deal, a deal that Chairman Kim has signed up for, where there will be a bargain where he will fully denuclearize, he will permit us to verify that complete denuclearization, and in exchange for that we’ll provide security assurances.”

이어 김정일 위원장과 김일성 주석 모두 핵 프로그램이 정권의 안정과 안전을 제공해준다고 생각했다며, 미국은 이제 그런 식의 서술을 뒤집었다고 말했습니다. 핵 프로그램이 실제로는 김정은 위원장에게 위협이 되고, 이를 포기하는 것이 북한인들의 밝은 미래를 향한 길이 될 것이라는 점을 김 위원장에게 확신시켰다고 믿는다는 겁니다.

[폼페오 장관] “For decades the North Korean leadership – Chairman Kim, his father and grandfather alike – believed the nuclear program was their security out; it provided them with regime stability and security. And we’ve now flipped that narrative. I believe we have convinced him that that nuclear program, in fact, presents a threat to him and that giving up that program is the path towards a brighter future for the North Korean people.”

폼페오 장관은 김 위원장을 유머 감각이 있고 서구에 대해 잘 알고 있으며 어떤 일이 일어나고 있는지 항상 주시하는 인물로 묘사했습니다. 또 똑똑하고 사안을 매우 잘 알고 있어 다른 사람의 지도에 의존하지 않는다고 전했습니다.

[폼페오 장관] “He does have a sense of humor. He’s conversant in things Western, so he’s paying close attention to what takes place…So he’s bright. He knows the file. He knows the topic very, very well. He’s not turning to others for guidance. It is Chairman Kim who was clearly articulating what you heard him say when he was in Singapore, that he is prepared to fully denuclearize.

그러면서 싱가포르에서 들은 대로 완전한 비핵화를 할 준비가 됐다고 분명히 밝힌 사람은 바로 김 위원장이라고 지적했습니다.

폼페오 장관은 끔찍한 인권 기록을 갖고 있는 상대와 협상을 해야 할 때 어떤 생각이 드냐는 사회자의 질문에, 트럼프 행정부는 인권 옹호 입장을 분명히 해왔으며 인권을 준수하지 않는 나라들과 만날 때마다 이에 대해 말해 왔다고 답했습니다. 그러면서 김정은 위원장, 시진핑 중국 국가주석과 대화할 때도 그렇게 했다고 밝혔습니다.

[폼페오 장관] “This administration has been very clear about defending human rights. Everywhere we go we talk about it, when we meet with countries that aren’t complying with human rights in the way we would want, that aren’t consistent with our value sets. We’ve done that with Chairman Kim. I know the President has spoken about that with Xi as well.”

하지만 그런 인권 문제는 트럼프 행정부가 들어서기 오랜 전부터 존재해왔던 것으로, 인권 상황을 개선하려는 이전의 노력들은 실패했다고 지적했습니다. 그러면서 미국에 대한 최대 위협인 김 위원장의 핵 프로그램을 다루는 데서 시작해야 한다는 것을 확신한다고 말했습니다.

[폼페오 장관] “But you have to remember those human rights challenges existed long before this administration came in, when our policies with respect to those countries were very different; that is, previous efforts to improve on those human rights conditions had failed. We are confident that the biggest threat to the United States, Chairman Kim’s nuclear program, is the place we need to begin.”

폼페오 장관은 여기에 성공해 바라던 결과를 얻게 된다면 북한 뿐 아니라 전 세계의 인권 상황을 개선시킬 수 있는 더 큰 가능성을 열게 될 것이라고 강조했습니다.

[폼페오 장관] “And if we are successful, if we can get the outcome we hope to have, we think we create a greater probability that human rights conditions not only in North Korea but around the world may well improve.”
