도널드 트럼프 대통령은 미-북 정상회담이 예정대로 6월 12일 싱가포르에서 열리지만 어떤 합의에 서명하게 되는 회담이 되지는 않을 것이라고 밝혔습니다. 대화 국면에서 신규 제재는 없을 것이라며 추후 북한에 대한 경제 지원이 있을 경우엔 미국이 아닌 한국 등 주변국들이 돈을 댈 것이라고 말했습니다. 김영남 기자가 보도합니다.

트럼프 대통령은 미-북 정상회담이 12일 싱가포르에서 열릴 것이라고 밝혔습니다.

[녹취: 트럼프 대통령] “We will be meeting on June 12th in Singapore, it went very well, it is really a get to know you kind of situation. Mike has spent two days…we’ve got to know their people very well. And you people are going to travel because you will be in Singapore for June 12, and I think it will be a process. I never said it goes in one meeting, I think it is going to be a process, but the relationships are building, and that is very positive.”

트럼프 대통령은 1일 백악관에서 김영철 노동당 부위원장과 만난 뒤 기자들에게 이 같이 말했습니다.

이어 만남이 매우 잘 진행됐다며 서로 알아가는 상황이라고 설명했습니다.

또한 미-북 회담은 하나의 절차라며 자신은 한 번의 만남에 그칠 것이라고 말하지 않았다고 강조했습니다. 아울러 관계가 형성되고 있으며 매우 긍정적이라고 평가했습니다.

트럼프 대통령은 북한이 비핵화 의지가 있다고 보느냐는 질문에 비핵화를 원한다고 생각한다고 답했습니다.

[녹취: 트럼프 대통령] “I think they want to do that. They want to do things along the line, they want to develop as a country, and that is going to happen, and I have no doubt, Japan is involved, as you know, South Korea is very much involved, we are involved in terms of getting everything everybody wants the United States, so we are going to help in the process very much, without us, it wouldn’t happen. But I think you see a lot of very positive things, including with China, I think you see a lot of very positive things happening.”

북한 역시 성장하길 원하고, 이런 일이 생길 것이라는 점에 의심의 여지가 없다며 일본과 한국 역시 이 문제에 동참하고 있다고 설명했습니다.

그러면서 미국이 없었다면 이런 일은 생기지 않을 것이라고 덧붙였습니다.

트럼프 대통령은 또 미-북 회담은 시작이 될 것이라며 자신은 한 번의 만남으로 해결될 것이라고 말한 적이 없다는 점을 거듭 강조했습니다.

[녹취: 트럼프 대통령] “It will be a beginning, I don’t say it, I never said it happens in one meeting. You are talking about years of hostility, years of problems, years of really a hatred between so many different nations. But I think you are going to have very positive result in the end, not from one meeting.”

매우 많은 국가들 간의 적대감과 갈등, 그리고 증오가 오랫동안 이어져 왔기 때문이라는 겁니다.

그러면서 한 번의 회담을 통해서는 아니지만 결국 마지막에는 매우 긍정적인 결과가 있을 것으로 생각한다고 덧붙였습니다.

트럼프 대통령은 북한의 진정성을 이유로 회담을 취소하지 않았느냐는 지적을 일축했습니다.

[녹취: 트럼프 대통령] “Don’t forget, my letter was response to their letter. Media forgot that. Media said you had a meeting and cancelled. I didn’t cancel the meeting, I canceled in response to a very tough statement, and I think we are over that. We are totally over that, and now we are going to deal and we are going to really start a process. We are meeting with Chairman on June 12th, and I think it is probably going to be very successful, ultimately a successful process. Remember what I have said, we will see what we will see.”

언론들은 자신이 회담을 취소했다고 보도했지만 자신이 회담을 취소한 게 아니라 북한의 매우 강력한 성명에 대한 대응 차원에서 취소할 수 밖에 없었다는 설명입니다.

하지만 이런 상황은 완전히 끝났으며 협상과 절차들을 시작할 것이라고 설명했습니다.

이어 궁극적으로는 매우 성공적이 될 것 같다며 자신이 말했듯, 어떤 상황을 지켜보게 될 지 지켜볼 것이라고 강조했습니다.

트럼프 대통령은 이날 김 부위원장과 어떤 문제를 논의했느냐는 질문이 이어지자 거의 모든 것들에 대해 대화를 나눴다며 제재 역시 다뤄졌다고 답했습니다.

[녹취: 트럼프 대통령] “We talked about almost everything, we talked about a lot, and we talked about sanctions. We talked about a lot of things we really did, but the big deal will be on June 12, and again it is a process. We are not going to go in and sign something on June 12, we never were.”

이어 중요한 합의는 6월 12일 이뤄질 것이라면서도, 회담에 참여해 어떤 것에 서명할 계획은 없으며 처음부터 이런 계획은 없었다고 설명했습니다.

그러면서 김 부위원장에게 “시간을 가져라. 일을 빨리 진행할 수도, 느리게 진행할 수도 있다”고 말했다고 강조했습니다.

아울러 북한 역시 어떤 일이 생기길 바라는 것 같다며 이를 해결할 수 있다면 좋을 것 같다고 덧붙였습니다.

트럼프 대통령은 북한이 비핵화할 의지가 있다고 보느냐는 추가 질문에는 거듭 그런 것 같다고 답했습니다.

[녹취: 트럼프 대통령] “Yeah, I do think so. Hed like to see it happen. He wants to be careful. He wants to be, you know hes not going to run and do things. But I told him, to be honest with you, look, we have sanctions on; theyre very powerful sanctions. We would not take sanctions off unless they did that”

이어 미국에게는 매우 강력한 제재가 있다고 말했다며 북한이 비핵화하기 전까지 제재를 해제하지 않을 것이라고 설명했습니다.

그러면서도 언젠가 북한에 대한 제재를 해제해 줄 수 있는 날이 오길 기대한다고 덧붙였습니다.

트럼프 대통령은 최대 압박이 끝났느냐는 질문에 지금과 같이 유지될 것이라고 답했습니다.

[녹취: 트럼프 대통령] “Its going to remain what it is now. I dont even want to use the term "maximum pressure" anymore because I dont want to use that term because were getting along. You see the relationship. Were getting along.”

하지만 현재 좋은 관계를 갖고 있기 때문에 더 이상 최대 압박이라는 표현을 사용하고 싶지 않다고 설명했습니다.

트럼프 대통령은 북한에 경제 지원을 할 계획이 있느냐는 질문에 미국이 돈을 지불할 것이라고 생각하지 않는다며 한국이 할 것이라고 답했습니다.

[녹취: 트럼프 대통령] “Well, whats going to happen is South Korea will do that. No, I dont think the United States is going to have to spend. I think South Korea will do it. I think China I think, frankly, China will help out. I think that Japan will help out. No, I dont see the United States spending a lot of money.

또한 중국과 일본 역시 북한을 도와주려 할 것이라며 이들 모두는 북한과 이웃국가라고 강조했습니다. 반면 미국은 6천 마일이나 떨어져 있으며 이웃국가도 아니라는 겁니다.

트럼프 대통령은 미-북 회담에서 한국전쟁의 종전선언이 이뤄질 수 있느냐는 질문에 가능한 일이라고 답했습니다.

[녹취: 트럼프 대통령] “That could happen. We talked about ending the war. And you know, this war has been going on its got to be the longest war almost 70 years, right? And there is a possibility of something like that. Thats more of a signing of a document that its very important in one way. Historically, its very important. But well see.”

한국전쟁은 70년동안 진행됐고 아마 가장 오래 계속된 전쟁일 수 있다며 (종전선언은) 역사적으로 봤을 때 매우 중요하다는 겁니다.

그러면서 이 문제를 회담에 앞서 논의할 것이라며 회담에서 어떤 결과가 나올 수도 있다고 설명했습니다.

트럼프 대통령은 북한의 체제 안정을 어떻게 보장할 것이냐는 질문에 확실히 안전하게 만들겠다고 답했습니다.

[녹취: 트럼프 대통령] “Well, were going to make sure its secure. Were going to make sure when this is over, its over. Its not going to be starting up again. And they have a potential to be a great country. And I think South Korea is going to help a lot. Japan is going to help a lot. I think China is going to help a lot.

이 모든 게 끝나면 끝난 것이고 다시 문제가 생기게 하지 않도록 하겠다는 겁니다. 이어 북한은 훌륭한 국가가 될 잠재력이 있으며 한국과 일본, 그리고 중국이 많은 도움을 줄 것이라고 설명했습니다.

이어 김정은 체제 아래서 북한이 개혁할 수 있느냐는 질문에 할 수 있다고 생각하며 매우 성공적일 것 같다고 답했습니다.

[녹취: 트럼프 대통령] “I really think you can. And I think its going to be very successful. Theyre incredible people. I think its going to be a very great success. So well see what happens. “

트럼프 대통령은 이날 김 부위원장에게 미국은 북한에 가할 수 백 개의 새로운 제재들이 있었다는 점을 언급했다고 말했습니다.

[녹취: 트럼프 대통령] “One thing I did do, and it was very important, we had hundreds of new sanctions ready to go on. And he did not the director did not ask, but I said Im not going to put them on until such time as the talks break down.”

이어 김 부위원장이 요청하지는 않았지만 대화 국면이 끝나버리는 시기가 오지 않는 이상 신규 제재를 가하지 않겠다는 입장을 전달했다고 강조했습니다. 지금과 같이 좋은 대화를 갖고 있는 상황에서 왜 추가 제재를 가하겠느냐는 겁니다.

트럼프 대통령은 김정은이 전달한 친서에 대한 답신을 보냈느냐는 질문에 보내지 않았다고 답했습니다.

[녹취: 트럼프 대통령] “No, I didnt. I havent seen the letter yet. I purposely didnt open the letter. I havent opened it. I didnt open it in front of the director.”

이어 자신은 의도적으로 김정은의 편지를 꺼내 읽어보지 않았다고 설명했습니다. 김 부위원장에게 열어보기를 원하느냐고 물어보자 김 부위원장이 나중에 읽어봐도 된다고 했다는 겁니다.

트럼프 대통령은 (편지를 읽어본 뒤) 크게 놀라는 상황이 생길 수도 있다고 덧붙였습니다.
