미국이 원하는 것은 북한이 한국 방식으로 산업화를 이뤄 매우 부유해지는 것이라고 도널드 트럼프 대통령이 밝혔습니다. 이럴 경우 미국은 북한에 안전 등을 보장할 수 있겠지만 비핵화에 실패한다면 이른바 리비아 방식이 사용될 가능성이 높아질 수 있다고 강조했습니다. 김영남 기자가 보도합니다.

트럼프 대통령은 미국이 북한에 추구하는 방식은 리비아 방식이 아니라 한국 모델이라고 밝혔습니다.

[녹취: 트럼프 대통령] “Libyan model isn’t the model that we have at all, while we are thinking of North Korea. In Libya, we have decimated that country. That country was decimated. There was no deal to keep Gadhafi. The Libyan model that was mentioned was a much different deal. This would be with KJU, something where he would be there, be in his country, running his country, his country will be very rich, people are tremendously industrious. If you look at South Korea, this would be really a South Korean model in terms of their industry, in terms of what they do, hardworking incredible people.”

트럼프 대통령은 17일 백악관에서 옌스 스톨텐베르크 나토 사무총장과 만난 뒤 진행한 기자회견에서 미국의 북한 비핵화 방식에서 리비아 모델이 사용될 것이냐는 질문에 이같이 답했습니다.

이어 리비아 모델은 미국이 북한에 대해 사용하려는 모델이 아니라며 리비아의 경우는 나라가 파괴됐고 (지도자였던) 무아마르 가다피가 남아 있을 수 있는 협상이 없었다고 설명했습니다.

그러면서 북한의 경우에는 김정은이 자신의 국가에 있고 이를 통치할 것이라며 이 국가는 매우 부유해지고 주민들은 엄청나게 산업화될 것이라고 말했습니다.

아울러 한국을 보라며 산업적인 측면에서 봤을 때 이는 한국 모델이 될 것이라고 강조했습니다.

이어 자신이 추구하는 방식은 리비아 방식과 매우 다르다며 리비아를 파괴시켰다는 점을 상기시켰습니다.

[녹취: 트럼프 대통령] “But the Libyan model was much different model, we have decimated that country. We never said to Gadhafi that “oh we will give you the protection. We are going to give you military strength. We are going to give you all of these things. We went in and decimated him. And we did the same thing with Iraq.”

당시 가다피에게는 안전이나 군사력, 그리고 많은 것들을 제공한다는 말을 한 적이 없었고 결국 파괴하게 됐다는 겁니다.

그러면서 미국이 북한과 합의를 이뤄내지 못한다면 리비아 모델이 이뤄질 가능성이 높다고 지적했습니다.

[녹취: 트럼프 대통령] “We went in there to beat him, but now that model will take place if we don’t make a deal, most likely. But if we make a deal, I think that KJU is going to be very very happy, I think he is really going to be very very happy.”

하지만 합의를 이뤄낸다면 김정은은 매우 행복해질 것으로 생각한다는 겁니다.

트럼프 대통령은 존 볼튼 백악관 국가안보보좌관이 리비아 모델을 언급한 이유 뒤에는 이런 배경이 있었다고 설명했습니다.

[녹취: 트럼프 대통령] “And I think that when John Bolton made that statement he was talking about if we were going to having a problem, because we cannot let that country have nukes. We just can’t do it. So it is what meant, truly opposite.”

볼튼 보좌관은 문제가 생겼을 때를 가정한 상황이며 이는 북한이 핵무기를 보유하는 것을 미국이 용납할 수 없기 때문이라는 설명입니다.

트럼프 대통령은 북한에 어떤 체제 보장을 제공할 수 있는지 묻는 질문에, 회담을 갖고 회담에서 무언가 나온다는 가정 하에 말하자면 자신과 김정은 모두 많은 일을 할 의지가 있다며 좋은 관계를 가질 수 있을 것으로 본다고 답했습니다.

[녹취: 트럼프 대통령] “I am willing to do a lot and he is willing to do a lot also, and I think we will actually have good relationship, assuming that we have the meeting and assuming something comes of it, and he will get protections”

또한 김정은은 보호를 받을 수 있을 것이라는 겁니다.

트럼프 대통령은 주한미군 감축을 고려할 것이냐는 질문에, 이와 관련해 언급하지 않겠다면서도 김정은은 매우 적절한 보호를 받게 될 것이라고 답했습니다.

[녹취: 트럼프 대통령] “I am not going to talk about that, we are going to say that he will have very adequate protection, we will see how it all turns out. I think this is the best thing he could ever do to make a deal.”

이어 어떻게 될지 지켜보자며 김정은이 앞으로 합의할 것 중 최고의 것이 될 것이라고 덧붙였습니다.

트럼프 대통령은 미-북 정상회담 일정이 취소됐느냐는 질문에 아직 어떤 것도 바뀐 게 없으며 전달받은 내용이 없다고 답했습니다.

[녹취: 트럼프 대통령] “Well, nothing has changed on North Korea that we know of. We have not been told anything and if it does, that’s fine, and if it doesn’t I think we’ll probably have a very successful meeting, but, we have not been told anything. We’re just reading sources like you are. We’ve heard certain things from South Korea but, we’ll see what happens. If the meeting happens, it happens, if it doesn’t we go on to the next step.”

만약 취소됐다고 해도 괜찮지만 그렇지 않다면 매우 성공적인 만남이 될 것이라고 생각한다는 설명입니다.

또한 회담이 이뤄지지 않는다면 다음 단계로 가게 될 것이라고 덧붙였습니다.

이어 미국은 현재 북한과 협상을 하고 있고 만남이 열릴 수도 있고 열리지 않을 수도 있지만 그렇지 않다면 매우 흥미로울 것이라고 말했습니다.

[녹취: 트럼프 대통령] “We are dealing with them now. We may have the meeting, we may not have the meeting, if we don’t have that will be very interesting. We’ll see what happens. The border is still quite strong. I think things changed a little bit when they met with China. They met the second time, as you know Kim Jong-Un had a second meeting with China, which was a little bit of a surprise meeting”

이어 (북중) 국경은 아직도 꽤 강력하게 관리되고 있다면서도 북한 김정은이 중국을 방문한 뒤 일들이 조금 바뀐 것 같다고 설명했습니다.

김정은이 시진핑 중국 주석과 두 번째 만남을 가진 건 조금 놀라운 일이었다는 겁니다.

또한 시진핑 주석이 김정은에 영향을 주고 있을 수 있다고도 설명했습니다.

하지만 트럼프 대통령은 회담 장소와 방식 등 모든 점들을 계속해 협상해나가고 있다고 강조했습니다.

[녹취: 트럼프 대통령] “But I will say that we will this, we are continuing to negotiate in terms of the location, the location, where to meet, how to meet, rooms and everything else. They have been negotiating like nothing happened. But if you read the newspapers, maybe it won’t happen. I can’t tell you yet, but I will tell you very shortly. We are going to know very soon.“

아무 일도 일어나지 않았던 것처럼 협상하고 있다는 겁니다. 하지만 신문들을 보면 회담이 열리지 않을 수도 있을 것 같다며 아직 말해줄 수는 없지만 곧 알게 될 것이라고 덧붙였습니다.
