S Korea To Bolster Military Cooperation With China-Report

SEOUL (AP)--South Korea is planning to bolster its military cooperation with China, local media on Tuesday quoted the South Korean defense minister as saying, signaling a key shift in alliances in northeast Asia.
Although China is the last major ally of the South's rival, North Korea, President Roh Moo-hyun has in recent weeks stressed that his country should help balance the region - implying a shift from Seoul's traditional alliance with the U.S. and Japan toward a neutral position among regional powers, which include China and Russia.
"We plan to strengthen military cooperation between the two countries, including developing South Korea-China military exchanges to a level that of South Korea-Japan," Defense Minister Yoon Kwang-ung was quoted as saying Monday by various media outlets.
South Korea and Japan have in the past conducted joint naval exercises and warships from the two countries have visited each other's ports.
Yoon, who visited China last week, also said Seoul and Beijing should open working-level talks twice a year and defense minister meetings every two years, local media reported.
China, which fought on the side of North Korea during the 1950-53 Korean War, didn't open diplomatic relations with South Korea until 1992.
Since then, the two countries have developed thriving trade ties. China was the biggest recipient of South Korean foreign investment for the third straight year in 2004, topping the U.S. Last year, China attracted nearly half the total overseas investment by South Korean firms, amounting to $3.6 billion.
Both sides have been cautiously cultivating relations beyond trade and economic cooperation. South Korea's defense minister visited Beijing for the first time in 1999 and his Chinese counterpart made a return visit in 2000.
